The preparation method comprises the following steps that (1) calcium phosphate bone cement powder, inorganic salt containing zinc ions and inorganic salt containing silicate ions are mixed evenly to obtain the calcium phosphate bone cement containing zinc and silicon elements, namely a solid phase; (2) the solid phase cement obtained through the step (1) and a liquid phase are blended, wherein the mass ratio of the liquid phase volume to the solid phase powder is 0.3-0.6 mL / g.
