Effective active components of the reconstructed titanium-containing blast furnace slag comprise a potassium aluminosilicate phase and a transition metal doped perovskite phase, the transition metal doped perovskite phase is wrapped in the potassium aluminosilicate phase, and the transition metal doped perovskite phase accounts for 24%-40% of the reconstructed titanium-containing blast furnace slag by mass. The balance is a potassium aluminosilicate phase and inevitable impurities; and the reconstructed titanium-containing blast furnace slag is applied to remediation of soil polluted by heavy metal organic matters. The reconstructed titanium-containing blast furnace slag prepared by the method disclosed by the invention can degrade soil polluted by organic pollutants and heavy metals under the action of sunlight, can also slowly release some inorganic nutrient substances such as Ca, Si, Mg, Al and K in the soil, promotes rapid growth of plants, is a material integrating soil remediation and plant nutrient functions, and has great significance in the aspects of continuous, environment-friendly and efficient remediation of the polluted soil.
