According to the method disclosed by the invention, the water-containing sump oil which is difficultly treated in an oil refinery is treated, the cooling load and energy consumption of the coking device are reduced, and the method is not influenced by the properties of the water-containing sump oil. The energy conservation and emission reduction in a refinery plant are promoted, and a certain economic benefits are created for the refinery plant.
