According to the invention, through a hyperbaric oxygen atmosphere, the oxygen are enabled to fully infiltrate into particles of the raw materials which has a certain accumulation thickness, thereby preventing situations that only surface materials are oxidized under a normal pressure, and ensuring a full conversion of Ni<2+> to Ni<3+> by a full pre-oxidation.
