The invention has the advantages of relatively simple structure of the device, low requirement for water quality, good flow stability and high production efficiency, and is convenient to maintain and free of limit of speed raising of a roughing mill and deceleration of throwing steel; rolling mill cooling water is adopted and a single water supply and drainage system is not needed; and grains of the intermediate blank are remarkably refined, and the mechanical property of a steel plate is improved.
