The heavy metal immobilizing agent is composed of an immobilizing agent A and an immobilizing agent B, wherein the immobilizing agent A comprises, by mass, 40 to 80% of fly ash, 5 to 20% of cement and 20 to 40% of carbide slag, and the immobilizing agent B is an aqueous alkali (with a solid-liquid ratio of 0.2 to 0.6).
