The steel comprises the following chemical components by weight percent: 0.15-0.25% of C, 0.35-0.80% of Si, 0.60-1.50% of Mn, no more than 0.045% of P, no more than 0.045% of S, 0.0005-0.0035% of B, 0.011-0.022% of Ti, and the balance of Fe and impurity elements. The steel is applicable to production of the afterheat treatment steel bar which is smaller than or equal to phi 50mm; the performance indexes of the produced steel bar are achieved as follows: the yield strength ReL (Rp0.2) is greater than or equal to 600MPa, the yielding-to-tensile ratio Rm / ReL (Rp0.2) is greater than or equal to 1.15, and the total elongation rate Agt under the maximal stress is greater than or equal to 5.0%. The steel also can be used for producing the afterheat treatment steel bar of which the yield strength is 460-550MPa by reducing the cooling strength.
