The invention provides SBS / rubber powder composite modified asphalt based on Xinjiang asphalt and a preparation method. The SBS / rubber powder composite modified asphalt is prepared from the followingraw materials in parts by weight: 100 parts of Xinjiang blended asphalt, 2-4 parts of SBS, 10-20 parts of rubber powder, 1.5-3.5 parts of a compatilizer, 2-4 parts of a plasticizer, 1-2 parts of a reinforcing agent, 0.5-1 part of a coupling agent and 0.2 parts of a stabilizer. The preparation method specifically comprises the following steps: step 1, SBS pretreatment; step 2, Xinjiang asphalt blending; step 3, asphalt modification and development; and step 4, asphalt redevelopment. The problems of poor compatibility of Xinjiang local asphalt (Karaya asphalt, asphalt manufactured by Tahe Refining and Chemical Limited Liability Company and the like) with modifiers such as rubber powder and SBS (styrene butadiene styrene) and difficult modification of Xinjiang local asphalt are effectively solved through asphalt blending, addition of various assistants and the like, application of the Xinjiang local asphalt can be promoted, and the highway engineering construction cost is reduced.
