The invention relates to a combined SCR (selective catalytic reduction) denitration catalyst with strong anti-poisoning capability and an application of the catalyst and belongs to the technical fieldof air pollution treatment. The combined SCR denitration catalyst with the strong anti-poisoning capability is a two-stage combined catalyst and comprises CePO / TiO2 and V2O5-WO3 / TiO2, wherein CePO and V2O5-WO3 are active components; TiO2 is a carrier and is a anatase crystal form; and a mass ratio of CePO / TiO2 to V2O5-WO3 / TiO2 is 3:1-1:3. Compared with the traditional vanadium-tungsten-titanium catalyst, the optimized combined catalyst can efficiently remove nitric oxide in a wider temperature interval and has stronger alkali resistance and anti-arsenic poisoning capability at the same time;the preparation cost of the denitration catalyst can be reduced; and the catalyst has a better industrial application value. The two-stage combined catalyst is also used for purifying nitric oxide intail gas of fixed combustion devices such as various coal-fired power plants and boilers as an integral SCR denitration catalyst, and has the better industrial application value.
