The method comprises the following steps: adding boric acid and an iron solution to raw materials to obtain a boron-modified iron supported meso-porous carbon aerogel precursor, processing the precursor under the protection of argon to obtain aerogel, and allowing cobaltosic oxide to permeate into gaps of the carbon aerogel under the action of capillary tubes by adopting the aerogel as a Co3O4 carrier in order to obtain the boron-modified Fe2O3 and Co3O4 supported meso-porous carbon aerogel catalyst. The material can be used for deep treatment of wastewater, can be fully mixed with the wastewater through dissolved ozone air floatation, ozone micro-bubbles, hydrogen peroxide or ozone micro-bubbles / hydrogen peroxide to realize full contact on the surface of the boron-modified Fe2O3 and Co3O4 supported meso-porous carbon aerogel catalyst, so a lot of hydroxyl free radicals are generated to deeply treat organic pollutants in the water.
