The invention relates to a temperature and pressure combined measurement system and measurement method. The system comprises a temperature and pressure probe, an optical fiber coupler connected with the temperature and pressure probe, a laser light source connected with the inlet of the optical fiber coupler through a fiber, a beam splitter mirror connected with the outlet of the optical fiber coupler through a fiber, and signal processing units arranged behind different light paths of the beam splitter mirror. The surface of the temperature and pressure probe is coated by a Zr3Y4O12: Eu and MFG mixed phosphor layer, wherein mass ratio of Zr3Y4O12: Eu and MFG in the Zr3Y4O12: Eu and MFG mixed phosphor layer is (800-2500):1. Compared with the prior art, the system and method have the advantages of capable of jointly measuring a temperature field and a pressure field in a non-contact mode, being high in measurement temperature (500-1000 DEG C) and being high in temperature and pressure measurement accuracy; by changing the shape of the temperature and pressure probe, the system can be suitable for temperature and pressure measurement under different environments without influencing the temperature field and the pressure field; and the system is wide in application range and suitable for measuring the temperature of an aero-engine or a ground gas turbine in a working state.
