The invention has the advantages that: since coarse primary carbide is not formed during the crystallizing process, formidable inhomogeneous carbide in the traditional production of smelting, forging-rolling high-speed steel is solved. Fine and dispersed carbide on the surface metallurgical high-speed greatly improves the hardening effect, saves a great deal of alloying elements, reduces the cost and is capable of being widely used for manufacturing cutting tools of various machine tools.
