The coating material is composed of polyolefin, a biodegradable polymer, a photo-degradation accelerant, an inorganic powder additive, a thermal oxidization accelerant and a crosslinking agent, wherein a solvent is an organic solvent; a preparation method for a coating liquid comprises the steps of: heating a certain amount of solvent to 100-120 DEG C; then successively adding polyolefin, the biodegradable polymer, the photo-degradation accelerant, the thermal oxidization accelerant, the inorganic powder additive and the crosslinking agent in sequence, and continuously stirring the mixture to 140-160 DEG C to form a stable and uniform coating liquid; and coating the coating material to the surface of a fertilizer by using a fluidized bed to form a coating fertilizer, wherein the solvent is recovered. The coating material has a biological and optical difunctional degradable property and prevents secondary pollution brought by the fertilizer coating.
