A power unit comprises a solar energy unit, a wind power unit and an air energy unit, the solar energy unit comprises a solar cell panel and a storage battery, the air energy unit comprises a centrifugal compressor, an evaporator, a condenser, a throttling valve, a steam engine and an electromagnetic converter, the wind power unit comprises wind blades and a transmission shaft, the solar cell panel acquires environmental solar energy to convert optical energy into electric energy, the electric energy is stored in the storage battery to drive the centrifugal compressor to operate, when pressure of air in a container is twice higher than standard atmospheric pressure, an alarm is started by a pressure sensor, the compressor stops operation, the volume of delivered air is display on a control panel, and calculated results of the capacity of the measured container are displayed on the control panel. The fixed type environmental energy capacity measurer has the advantages that manufacturing cost is low, response is rapid, measurement period is short, the calculated results are precise relatively and are not affected by the shape of the measured container, and the fixed type environmental energy capacity measurer is applicable to large-scale factories, relevant units of customs inspection and the like for measuring capacities of containers in a batch manner.
