The invention discloses delayed coagulation Portland cement for a road base layer and a production method. The delayed coagulation Portland cement comprises the following raw materials in percentage by mass: 50% of clinker, 7% of flue gas desulfurization gypsum, 7% of limestone, 6% of slag, 30% of coal ash and 0.8% of grinding aids.
