The invention provides low-titanium low-sulfur ferrochrome and a production method thereof, and belongs to the technical field of ferrochrome. Chromite, coke, silica powder, lime powder, a titanium removal agent, a desulfurizing agent and a slag former are used as raw materials; the low-titanium and low-sulfur ferrochrome is obtained through oxygen blowing melting, titanium removal and desulfurization, carbon addition, dephosphorization and desulfurization, refining and continuous casting after chromite is pretreated. The final slag is controlled to be in a CaO-Al2O3-SiO2-MgO four-source slag type; the mass percent of TiO2 in the chromite is less than or equal to 0.5%, the mass percent of S is less than or equal to 0.2%, and the mass percent of P is less than or equal to 0.3%. The production process is simple, the production cost is obviously lower than that of the prior art, the smelting process technology is reasonable, an industrial submerged arc furnace is adopted for continuous smelting, the product state is good, components are stable, meanwhile, the content of undesirable impurities such as Ti, P and S in the ferrochrome alloy is obviously reduced, and the strength, toughness, ductility and abrasion resistance of the obtained product are all obviously improved.
