The invention has the advantages that an auxiliary inhibitor is added, the intermediate annealing process is improved, and the short-time low temperature recovery annealing is carried out after cold rolling, thus the intermediate full-decarbonizing annealing time is reduced, the production efficiency is improved, and the quality of the surface coating is improved.
