The comprehensive system is reasonable in structural design, the schemeof drainage and exhaust under a film is optimized, gas / water under the film is enabled to be discharged separately through a collecting, storage and discharge system, and the problems that accumulatedwater in an exhaust sand ditch under the film of the plain reservoir affects pore gas discharge, a check valve fails and cannot discharge gas, and the check valve damages the integrity of the horizontal impermeable layer of a geofilm are solved.
