The light fixture may include a carriage with a first (top) end and a second (bottom) end. A hood may be mounted to the first end of the carriage. At least one light engine comprising a plurality of light sources is mounted to the hood. The light sources emit light downwardly directly onto an intended area. In certain embodiments the second end of the carriage is shaped and sized so that it does not interfere with emission of the light to the intended area. A system for preventing light pollution includes one or more radar units that monitor for vehicles in a volume surrounding or containing one or more obstructions having one or more obstruction lights. A master radar detection processing unit receives sensed radar detection information from the one or more radar units with associated radar signal processing units and determines whether a vehicle is present within the monitored volume. A plurality of obstruction light controller units are interconnected in a network, such as a wireless network. Each obstruction light controller unit turns on an obstruction light when a vehicle enters the monitored volume or a failure condition exists, and turns off the obstruction light when the vehicle has vacated the monitored volume and no failure condition exists. The reflector assemblies of the invention are mounted within weather-tight housings, the refractive structures conveniently being disposed on or formed integrally with a transparent glass or plastic cover that completes the housing, said cover being located between the lamp and the vertical surface to be illuminated. Efficiencies occasioned by the present luminaires permit illumination of billboards and similar signs of standard dimensions with only two of the luminaires and with full and even illumination with minimal light spillage, a capability approached previously in the art only with a greater number of luminaires.

The housing defines an interior chamber.
