The heat exchanging pipes are made of graphite. The economizer can run far below a acid dew point temperature so as to reduce the temperature of exhausted flue to 60 DEG C or so and recycle sensible heat of the flue and vaporized latent heat of partial steam. The flue gas desulfurization process fully makes use of the hot waste gas resource of the circulation cooler, has the advantages of less energy consumption, low cost, simple operation and the like, and can effectively reduce the occurrence of phenomenon of flue gas condensation.
