The production method comprises: (1) producing tea water; (2) pouring triclosan into PEG-7 glyceryl cocoate, and completely dissolving; (3) stirring the tea water, diethanolamide, glycerol, fatty alcohol polyoxyethylene ether sodium sulfate, 2-morpholine ethanesulfonic acid and an ethylenediaminetetraacetic acid disodium solution according to a certain ratio, and cooling; (4) adding the mixed solution of the triclosan and the PEG-7 glyceryl cocoate, citric acid, Kathon, sodium chloride and essence, stirring, and cooling; and (5) discharging the material, sampling, testing, and filling to obtain the antibacterial hand washing liquid. Compared to the hand washing liquid in the prior art, the hand washing liquid of the present invention has effects of sterilization and decontamination, and can further provide skin care effect with the added tea water, the added glycerol and other added components.
