The invention discloses a method for producing an organic fertilizer by planting azolla filliculoidas in domestic sludge treated by ozone treatment, which comprises the following steps: injecting domestic sludge subjected to dehydration treatment in a municipal sewage treatment plant into ozone water with the concentration of 20 ppm or above, and sufficiently mixing the ozone water with the domestic sludge for more than 15 minutes; paving the domestic sludge subjected to ozone water treatment on a land which is prepared in advance, wherein the paving thickness is 0.8-1.2 m; after leveling, covering a layer of soil with the thickness of 10-15cm on the soil, then planting the azolla filliculoidas by adopting a sowing or seedling planting mode according to a conventional method in the field,and harvesting when leaves of the azolla filliculoidas grow to be more than 30cm; smashing the harvested azolla filliculoidas and pulping, and using straw pulp as a soil improvement fertilizer, a cropabsorption fertilizer, a water flush fertilizer and a foliar fertilizer; or adding beneficial bacteria into the straw pulp, fermenting according to a conventional method in the field, dehydrating togenerate paste, and storing for a long time for reuse.
