The invention relates to a cleaning composition comprising a non-amine oxide nonionic surfactant, a water-soluble solvent, a pH buffering agent, and water. A mass ratio of the nonionic surfactant to the solvent to the pH buffering agent is 0.5-10:0.05-10:0.1-5. The non-amine oxide nonionic surfactant is one or a combination selected from alkyl glycoside and derivative thereof, fatty alcohol polyoxyethylene ether, and alcohol amide.
