The method for recycling the chlor-alkali salt mud comprises the following steps: firstly, carrying out filtering, drying, and calcining, then carrying out hydrothermal modification by using a concentrated alkali and polyvinyl alcohol, carrying out airflow crushing, and then fully and uniformly carrying out mixing with citric acid, sodium persulfate, amylose and a plant fiber waste material, so as to obtain an improved soil composition. The improved soil composition disclosed by the invention is prepared by taking the waste chlor-alkali salt mud as a main material and can fully improve soil polluted by hydrocarbons and heavy metals.
