The inventive concrete is made from gelatinizing material, skeleton material, water and additive, wherein the gelatinizing material consumption is 140-220Kg / m3 concrete, the additive is water reducer, which consumption is 0.7-3.0% of the gelatinizing material, the ratio between water and gel is 0.30-0. 5. The preparation comprises that prepares gelatinizing material, water reducer, water, and skeleton water into rolling concrete which apparent density is 2400-2600Kg / m3. Compared with prior art, the inventive high-property rolling concrete reduces water-gel ratio to 0.45, and improves coal ash consumption to 85%, while the produced rolling concrete has long service life, high rolling property, barrier property, freezing resistance, corrosion resistance, carbonation resistance, and low hydration heat, which realizes long service life, technicality, low cost and high safety of rolling concrete dam construction.
