A technical scheme of the invention comprises taking a certain amount of a foaming agent solution, filling gas into a container from a gas inlet located at the bottom of the container so that foam is produced by a gas flow method, stopping gas filling after a preset amount of gas is filled into the container, recording a volume of the foam, wherein the volume characterizes a foaming capacity of the foaming agent solution, starting timing simultaneously, wherein time of production of the foam of which a volume is half of the volume of the foaming agent solution is a foam half-life period and characterizes foam stability, continuously filling gas into the container repeatedly according to a preset flow so that foam is produced continuously, discharging the foam from a back-pressure valve, metering a volume of the foaming agent solution carried by the foam by a metering cylinder at an outlet, stopping gas filling when the total amount of filled gas reaches to a preset amount, and metering a volume of the foaming agent solution carried by the foam, wherein the volume of the foaming agent solution carried by the foam characterizes a liquid carrying capacity of the foam. The device and the method have the advantage that foam is produced by the gas flow method and a gas flow rate and a gas flow amount are controlled and evaluation of a foaming capacity, stability and a liquid carrying capacity of a foaming agent solution under the conditions of a high temperature and high pressure can be realized.
