The invention discloses a low-VOC halogen-free flame-retarding polyolefin cable material used for locomotives, which is composed of: 55-95 parts of an ethylene-vinyl acetate copolymer, 0.2-0.4 parts of an ethylene-maleic anhydride copolymer, 5-45 parts of polyethylene, 0.7-2 parts of ZnO, 120-165 parts of a halogen-free flame-retardant, 0.7-1.8 parts of a coupling agent, 1.5-3 parts of a crosslinking sensitizer, 1.4-2.4 parts of an antioxidant, 2-5 parts of a silicone master batch, and 0.5-1.2 parts of a lubricant. The cable material is low in TVOC value, has excellent anti-scraping white exposure effect and anti-oil effect, is excellent in direct current stability, is low-smoke and toxic-free, is environment-friendly and safe, and can be extruded rapidly. The cable material can be used for producing locomotive cables satisfying the standard EN50264 in requirement of CRRC.
