A near-bit stabilizer is fixed to the outer end of a rotating outer sleeve, a universal unit is fixed into the rotating outer sleeve, a drill bit is mounted at the tail of an offset shaft, the upper end of the offset shaft is connected with a drilling fluid channel, a hydraulic piston is arranged on the outer surface of an offset bearing, a sensor is mounted in a hydraulic cavity, a hydraulic medium channel is positioned inside the rotating outer sleeve and connected with two servo valves, the servo valves are connected with a control unit, a hydraulic pump is connected with a motor, the motor is connected with a turbine, and the drilling fluid channel is arranged at the tail end of the turbine. Under the action of hydraulic pressure, an offset mechanism shifts, a universal shaft is inclined, and a hydraulic telescopic block is dynamically adjustable, so that the variable universal shaft is kept at a certain angle during drilling. Mud drives a generator to generate power for providing energy to the hydraulic pump, a whole hydraulic system adopts servo control, and the guide mechanism has the advantages of systematic flexibility, fine stress, accuracy in control of well deflection positions and fine borehole quality.
