The invention discloses a target layout device and method for photogrammetry on the top of a historic building. The device comprises an overhanging pipe, an exhausting pipe in the overhanging pipe is communicated with a sucking pump through an exhaust hole, a sucking disc communicated with the exhausting pipe is installed at the front end of the overhanging pipe, and a target for photogrammetry is adsorbed on the sucking disc; a touch type switch is installed at outer side of the front end of the overhanging pipe simultaneously, and a telescopic trigger rod in the touch type switch is parallel to the overhanging pipe and extends to the outer side of the sucking disc. The target layout method comprises the following steps: firstly, installing the overhanging pipe on an unmanned aerial vehicle through an installing frame, and communicating the exhaust hole at the root of the exhausting pipe with the sucking pump on the unmanned aerial vehicle; adhering the frontage of the target to the sucking disc, switching on a power source of the sucking pump so as to fix the target on the sucking disc, and uncovering a sticker on a sponge double-faced adhesive tape on the back of the target to expose a viscous surface; and enabling the unmanned aerial vehicle to take off to gradually approach to a correct position on the historic building and adhering the target to the building, and repeating the process until the layout of multiple and various targets is finished.
