Portable flood barrier panel

An Adjustable flood-resistant barrier for removable installation in a window or door opening or the like. A laterally adjustable frame is received within an elastic envelope and can be laterally expanded to engage the sides and bottom of the opening. An adjusting mechanism includes a shaft, which projects upward above the top of the frame, approximately in the center thereof, and mounts a handle for both carrying the panel and rotating the shaft to effect width adjustments of the panel. An improved peripheral seal minimizes the likelihood of leakage at the corners. For wide openings, mullions are provided to support central areas and to increase downward sealing pressures in the center of the panel. Mullions can also be positioned between an opposed pair of barrier panels for closing off unusually wide openings.

An apparatus and assembly for retaining a substantially flat, protective panel within a frame such as a window frame. In one embodiment, the panel retention apparatus of the present invention includes a bracket member for fitting over an edge of the panel, such that the bracket member provides edge and lateral support for the panel. The apparatus further includes a rack and gear mechanism affixed to the bracket member. The rack and gear mechanism preferably includes a circular driving gear and a rack member having a foot member attached at one end and further having a rack gear engaging the circular driving gear such that the rack member is linearly movable with respect to the bracket member responsive to rotational actuation of the circular driving gear. In a preferred embodiment, the rack and gear mechanism components are fabricated of a Delrin composite material which provides a lightweight, corrosion resistant, and low surface friction actuation assembly.

The barrier elements incorporate a unique interlocking configuration that simplifies and expedites assembly of a flood barrier and strengthens the integrity of the assembled structure. Improved and simplified arrangements are provided for clamping the ends of the barrier elements and for applying downward pressure to the assembled barrier. The resulting structure is more economical to provide and maintain and is more quickly assembled in the often emergency circumstances in which it is required.

A simplified clamping mechanism is provided above the uppermost barrier element, with provisions to apply vertically downward clamping pressure on the uppermost barrier element, and thus upon the entire series of vertically stacked barrier elements. Each of the barrier elements has a resilient seal along its lower surface, engageable with an upper surface of the neighboring barrier element below such that, when the stack of barrier elements is under clamping pressure from above, effective water seals are provided between each of the barrier elements. An important benefit and advantage of the arrangement is the facility and thickness with which an effective flood barrier may be installed when flooding conditions are imminent.

The flood barrier is adapted to fit within a retaining wall cavity using an expansion member to assist a mechanical seal so as to stop water intrusion.
