A cell identity of a neighboring cell of a source cell and event information of the neighboring cell that is recorded by the terminal before the connection failure occurs is sent by the terminal to a base station that controls a cell where the RRC connection is re-established. Technical solutions provided in embodiments of the present invention may help improve the accuracy of mobility parameter adjustment on a network side and further improve the terminal handover efficiency.
