The invention discloses an uplink adaptive multiple rate (AMR) regulation and control method and an AMR regulation and control system. The method comprises the following steps of: acquiring a proper AMR code rate list according to a transmission format set of network configuration in the process of establishing the current services; acquiring the current transmitting power of the terminal and the currently used AMR code rate; regulating and controlling that the currently used AMR code rate is reduced by a level in the AMR code rate list when the transmitting power reaches the maximum transmitting power; and regulating and controlling that the currently used AMR code rate is raised by a level in the AMR code rate list when the transmitting power does not reach the maximum transmitting power and the currently used AMR code rate is positioned at a lower level in the AMR code rate list. The uplink service quality is predicted by utilizing the capacity of the transmitting power of the terminal, so that the control time delay is reduced, and whether the uplink transmitting power is limited is predicted by utilizing the transmission power control (TPC) distributed by the statistical network; and therefore, the AMR code rate is regulated and controlled, the aim of timely improving the quality of speech is fulfilled.
