The predetermined value is set to a value of not higher than a minimum electricity generation temperature of the fuel cell (1), and a circulation timing and flow rate of the coolant for the aftercooler (7) are controlled such that the supplied oxidizing gas does not become cold. This enables the fuel cell (1) to generate electricity at cold start-up.

The method for treating the dye wastewater comprises the following steps of connecting the microorganism membrane electrolysis cell and the microorganism fuel electric cell in series; leading the to-be-treated dye wastewater into the microorganism membrane electrolysis cell to be primarily degraded, so as to improve the biodegradability; then, leading into the microorganism fuel electric cell to be further degraded, and simultaneously producing electricity. The novel method has the advantages that the dye wastewater treatment effect is good, and the electric energy can be recycled; the energy consumption is low, and the water treatment cost is low; the operation is convenient, and the automatic running effect is realized; the environment is protected, and the novel method is suitable for the development of dyeing enterprises.
