An overall storage-battery-unit management unit (16) detects voltages of storage-battery packs composing the storage-battery system (22), voltages of unit cells composing the storage-battery packs, and serial voltages of the storage battery units (24), each of which comprises a plurality of storage-battery packs connected in series. Charging is stopped when either of these voltages exceeds an upper limit value, and discharging is stopped when either of these voltages is less than a lower limit value.
