The method comprises the following steps of: 1, acquiring a plurality of videos serving as a training sample set from Internet, building a video library, and extracting a blocking color histogram characteristic and a brightness characteristic of each frame in all videos in the training sample set, wherein the blocking color histogram characteristic and the brightness characteristic are used as a segmentation judging basis of a camera; 2, self-adaptively segmenting the camera for all the videos in the training sample set according to the two kinds of characteristics extracted in the step 1, and acquiring a camera segmentation list; 3, extracting key frames for all videos in the training sample set accordingto the camera segmentation list and the characteristics and acquiring the indexes of the key frames; and 4, for a video to be retrieved, performing the steps 1, 2, and 3 to acquire the key frame list, and fast positioning and retrieving by using a new soft judgment method. Whether the dispensing is normally performed or not is determined by comparing an analysis result with a threshold. A highly reliable determination result is obtained in spite of variations of sensitivity of the pressure sensor.

The method includes the following six steps: confirming the starting point, the target point and the area of the navigation by combining the task information; generating the no-sail zones according to the convex obstacles in the navigation area; using the longitude and latitude to generate a grid map based on the navigation area; calculating all the basic elements of the navigation route-planning technology; connecting the starting point with the target point by a straight line and calculating the included angle between the connecting line and the north direction; introducing the included angle as heuristic information into the navigation route-planning technology to obtain a local optimal route. In the method, the included angle between the north direction and the connecting line from the starting point to the target point is introduced as heuristic information into the navigation route-planning technology. Taking into account the relative positions of the starting point and the target point, the method is conveniently implanted in the ship navigation route-planning system, more efficiently provides the navigators with the local optimal route which meets the actual requirements, and makes the ship navigation safe and economical during the whole navigation route.
