The scheme is composed of a dam, a gate, sludge, a dump, a hoarding and an air inlet, wherein the sludge clearing and using are bundled so as to resolve the current problems and eliminate the root causes; the sludge is conducted for physico-chemical analysis so as to provide scientific data for comprehensive use, a self-developed dredger with anti-winding propellers is adopted to clear away sludge, so as to slidingly throw off impurities and sludge in the water; during the sludge excavation in either a deep water area or a shallow water area, the dredger is provided with navigation, positioning and sonar systems to monitor underwater sludge and construction progress; the sludge and mud on the ground surface are treated as follows: the way of the crawler belt of a modified hooking machine is utilized to construct on the mud laid with an alloy pressing plate, and the sludge is transported to the dump, wherein a metal fence is arranged around the dump, supports are arranged in the fence, and screen gauzes are arranged on the fence, and the filtrated and air dried sludge is prepared into energy-saving environment-friendly multi-purpose functional bricks, so that land can be saved, and a planting area can be improved due to the fact that the sludge and clay are synthesized to landfill soil; furthermore, the water storage of a dredged reservoir area can be improved by 4 folds, and the qualities of water body and aquatic products can be obviously prompted; in addition, levelers towed by the dredger in the reservoir area is used for clearing up and fishing operations can be realized.
