The relay method includes performing base station-led resource allocation on a licensed band for a terminal and a relay station located in a service area of the base station, and performing relay station-led resource allocation on the licensed band and an unlicensed band for a terminal located in a service area of the relay station.

A portable pressurized gas delivery system with impact protection includes a pressure regulator device comprised of a shut-off valve / refill portion, a pressure regulation portion and a flow control portion. The pressure regulator device is attached via a mating machine threaded portion to a high pressure gas vessel or tank. An adapter or flange washer is situated between the regulator device and tank. A u-shaped handle is attached to the flange washer and extends along side and beyond the height of the gas pressure regulator. A circular ring is transversely attached to the u-shaped handle and situated to surround the regulator device thereby providing impact protection from all directions for the gas pressure regulator device. The pressure regulator device and flange washer include mechanical alignment mechanisms so that angular alignment of the devices is established.

Movement detection and construction of an "actual reality" image

A method for intraframe image compression of an image is combined with a method for reducing memory requirements for an interframe image compression. The intraframe image compression includes (a) dividing the image into blocks; (b) selecting a block according to a predetermined sequence; and (c) processing each selected block by: (1) identifying a reference block from previously processed blocks in the image; and (2) using the reference block, compressing the selected block. The selected block may be compressed by compressing a difference between the selected block and the reference block, where the difference may be offset by a predetermined value. The difference is compressed after determining that an activity metric of the difference block exceeds a corresponding activity metric of the selected block. The activity metric is calculated for a block by summing a difference between each pixel value within the block and an average of pixel values within the block. The reference block is identified by: (a) for each of the previously processed blocks, calculating a sum of the absolute difference between that block and the selected block; and (b) selecting as the reference block the previously processed block corresponding to the least of the calculated sums.

A pumping mechanism that utilizes wave and tidal energy to operate. The mechanism relies on the depth of the fluid or ocean and the length of the pump cylinder to accommodate shifting wave and tide patterns. Alternatively, the mechanism is imbedded or placed in an excavation in the fluid or ocean bed of sufficient depth and width to accommodate the piston cylinder, its' casing and the shifting wave and tide conditions. The invention relies on a buoy or float for the lift of a weighted piston and the weighted piston, when descending, provides the means of creating pressure on the water entrapped in the cylinder, thus causing a pumping action. The pump may be used individually or in concert with other pumps. The pump is intended to move large or small volumes of water at high or low pressures, singularly or in concert with other pumps.

Method and apparatus for banding artifact detection

A method and apparatus for detecting banding artifacts in digital images and video contents. The method operates to (i) find the locations of the banding artifacts, (ii) determine the strength of the banding artifact per block, and (iii) determine overall banding artifact strength per picture. The banding artifact detection and strength assignment is done by first finding areas that are prone to banding artifact and then considering the local characteristics of the area to reduce the false detection. The banding artifact strength of a picture is determined by considering the size and the strength of the artifact areas in this picture as well as the artifact strength in the neighboring pictures.
