The present invention discloses a three-phase ultrasonic photo-catalyzed reaction device and a CO2 reducing method with the device. With the device, a photo-catalyst is placed in a photo-reactor, and the reactor is placed in a water bath of an ultrasonic generator. A light source is arranged above the photo-reactor. The method is that the CO2 gas to be reduced is mixed evenly with the photo-catalyst and a sodium hydroxide solution in the photo-reactor under the ultrasonic action, and reacts for 3-20 hours with radiation of the light source. Then the CO2 gas is reduced. The photo-catalyst is made from titanium dioxide or silicon dioxide and metal phthalocyanine. Metal phthalocyanine is supported on the surface of titanium dioxide in the way of in-situ synthesis, sol-gel, and immersion. The present invention promotes the photo-catalysis efficiency, reduces the reaction time, and saves the energy. Visible light can be used for reducing. The method includes steps of filling cultivation pots with cultivation substrates and thoroughly pouring water in the cultivation substrates; sowing pretreated wheat seeds, and carrying out culture on the pretreated wheat seeds in culture tanks at the temperatures of 22 DEG C under dark conditions until seedlings emerge; regulating the internal light periods of the culture tanks until the culture tanks are under the conditions of 20-22 h illumination / 2-4 h darkness, the corresponding temperaturesof 24 DEG C / 18 DEG C, the relative humidity of 55%-75% under the control and the soil surface reaching illumination intensity of 4000-12000 lux after the seedlings emerge; carrying out periodic watering to keep soil moist; carrying out culture until grain filling late periods, then stopping carrying out watering, continuing to carry out culture until wax ripeness periods and harvesting seeds. Themethod has the advantages that the illumination time is regulated and controlled, the daily illumination time is prolonged and reaches 20-22 h, the fertility periods of barley and wheat can be shortened and reach 55-63 days and 66-75 days, accordingly, the barley can be reproduced by 5-6 generations in a year, and the wheat can be reproduced by 4-5 generations in a year.
