The invention discloses a three-dimensional image segmentation system and a segmentation method thereof. The present invention relates to a highly reliable planning method for contact points in a power distribution system. The method is characterized by comprising a method for analyzing reliability of a multi-contact power distribution system, and a method for establishing a contact point planning model and solving the model. The method for analyzing reliability of the multi-contact power distribution system is implemented by using a minimum cut sets method for partition reliability calculation. The contact point planning model is established and solved.
