According to the invention, frequency emergency control after a fault is divided into two levels; based on once time-domain simulation, a frequency characteristic is analyzed, and a load frequency factor of the whole network is estimated; a load frequency adjusting characteristic is calculated, and priorities of three types of controllable measures including pumped storage pump switching load of emergency control, emergency improved DC power control and emergency load switching control are taken into consideration, and algebra calculation is used to obtain the total control amount of two levels and three types of emergency control measures of the whole network; when the second level of emergency control measure is calculated, an effect after implementation of the first level of emergency control measure and a primary frequency modulation effect of a generating set are calculated. According to the invention, technical support is provided for different types of controllable recourses and emergency control frequency of the multi-DC feed-in reception end electrical network, a frequency safety control target is achieved comprehensively, and emergency control benefit of frequency safety and reliability is improved.
