According to the invention, oyster shells are crushed; cement, stones, the oyster shell pieces, sand and water are mixed according to a ratio of 336:952:106:640:185kg / per cubic meter. The materials are stirred, and a block is obtained; and the block is manufactured into the artificial fish reef. With prior arts, single reef weight is low, and can be easily flushed apart in sea areas with high current flow rate; and pollution is caused to sea area environment when a net cover is broken, such that application limitation exists. According to the invention, oyster shells are common solid waste at seaside, and are convenient to collect. Also, the cost is low. On a basis that load bearing strength is not influenced, concrete cost can be effectively reduced, and the defect of secondary pollution caused by waste fish reef to the environment can be avoided. The fish reef can reach a C15 load bearing standard. Also, compared with a standard concrete fish reed, with the novel fish reef, organism attachment amount can be increased by more than 200%.
