Actively controlled rotary steerable system and method for drilling wells

An actively controlled rotary steerable drilling system for directional drilling of wells having a tool collar rotated by a drill string during well drilling. A bit shaft has an upper portion within the tool collar and a lower end extending from the collar and supporting a drill bit. The bit shaft is omni-directionally pivotally supported intermediate its upper and lower ends by a universal joint within the collar and is rotatably driven by the collar. To achieve controlled steering of the rotating drill bit, orientation of the bit shaft relative to the tool collar is sensed and the bit shaft is maintained geostationary and selectively axially inclined relative to the tool collar during drill string rotation by rotating it about the universal joint by an offsetting mandrel that is rotated counter to collar rotation and at the same frequency of rotation. An electric motor provides rotation to the offsetting mandrel with respect to the tool collar and is servo-controlled by signal input from position sensing elements such as magnetometers, gyroscopic sensors, and accelerometers which provide real time position signals to the motor control. In addition, when necessary, a brake is used to maintain the offsetting mandrel and the bit shaft axis geostationary. Alternatively, a turbine is connected to the offsetting mandrel to provide rotation to the offsetting mandrel with respect to the tool collar and a brake is used to servo-control the turbine by signal input from position sensors.

A key reduction algorithm reduces the keyframes associated with the 3D movie to facilitate the streaming of the data over the Internet. An animation optimization and texture optimization algorithm allows the system to get statistical information of the portions of the 3D object which are invisible (outside the view frame), and whose animation and texture data may thus be safely removed. If the 3D object is within the view frame, the optimization algorithm gathers information about the distance and size of the 3D object and its associated texture data within the frame. The system and method further allows creation of various versions of the 3D object from a single production process. The various versions are tagged with an identifier identifying the target platforms and media platforms in which they are suitable for display. During playback, the correct version of the 3D object is selected for display based on the detected Internet bandwidth and / or CPU speed. To stream the 3D animation content over the Internet for real-time playback, the present system and method allows the data to be divided into an upfront file and various stream files. The upfront file is downloaded prior to the playback of the movie. The stream files are streamed over the Internet and made available to the 3D engine in time for their use.

Variable transmission rate services in a radio access network

A connection is supported in a radio access network (RAN) between an external network to a UE using a first RAN node and second RAN node. The transmission rate from the first RAN node to the second RAN node is regulated based on a rate control request from the second RAN node. In one example embodiment, the first and second RAN nodes correspond to a serving radio network controller and a drift radio network controller, respectively. In another example embodiment, the first and second RAN nodes correspond to a radio network controller and radio base station, respectively. The rate control request is made based upon a congestion or load condition being monitored by the second RAN node. When the load condition is detected, the second RAN node requests the first RAN node to lower the transmission rate of information. Conversely, when the load condition is relieved, the second RAN node can request that the first RAN node increase the transmission rate of information. The rate control may be applied in both downlink and uplink directions.

One hydrogen efficient fuel cell system described herein transports hydrogen to an inlet of a burner. The hydrogen may comprise unused hydrogen from a fuel cell and / or hydrogen produced in a reformer. The burner comprises a catalyst that facilitates production of heat in the presence of the hydrogen.
