Method and System for Adaptive Interpolation in Digital Video Coding

Disclosed are techniques for adaptive interpolation filtering of luminance and chrominance samples in the context of motion compensation in video encoding or decoding. A two-dimensional interpolation filter of n×m coefficients may be separable, i.e., it may be separated into two one-dimensional filters with m and n coefficients, respectively. The bitstream may include, per video unit and sub-sample position, information indicating whether to use a newly-generated, a cached, or a default filter that may be a separable two-dimensional filter. The information may be structured in a way that takes advantage of the two-dimensional filter being separable. When a newly-generated filter is signalled, the bitstream may contain information pertaining to the characteristics of the newly-generated filter, such as its coefficients. A decoder may fetch this information from the bitstream to create the filters which are applied to samples of the video unit. An encoder may create a bitstream as described.

An airway implant device for maintaining and / or creating an opening in air passageways is disclosed. Methods of using the device are also disclosed. The airway implant device includes a deformable element to control the opening of an air passageway and a tether. Preferably the deformable element is an electroactive polymer element. Energizing of the electroactive polymer element provides support for the walls of an air passageway, when the walls collapse, and thus, completely or partially opens the air passageway. Also disclosed is an implant for stabilizing the tongue, the implant having an anchoring portion for securing a first end of the implant with the mandibula; a control portion connected with the anchoring portion, configured for selectively activating the implant; a flexible portion connected at its proximal end with the control portion, where the flexible portion has three-dimensional flexibility in a first state and where the flexible portion has a lesser three-dimensional flexibility in a second state, and where the flexible portion is selectively switchable between the first and second state by the control portion; and an anchoring portion for connecting the implant with the base of the tongue connected with the distal end of the flexible portion. Methods of treating airway disorders such as sleep apnea and snoring with the airway implant device are disclosed herein.

In a programmable logic device having high-speed serial interface channels, a clock distribution network for providing one or more high-speed clocks to dynamic phase alignment circuitry of those high-speed serial interfaces includes at least one bus that is segmentable (e.g. using tristatable buffers). This allows the bus to be divided into different portions that can be connected to different clock sources when the high-speed serial interfaces are running at different speeds. In one embodiment, the segmenting elements (e.g., the aforementioned buffers) are located between selected channels (e.g., every fourth channel), limiting the size of the different segments. In another embodiment, segmenting elements are located between each channel, allowing complete user freedom in selecting the sizes of the segments. Thus, instead of providing a bus for every clock source, multiple clocks can be made available to different channels by segmenting a single bus.
