The invention discloses an all-track 16Kbps telemetering data multi-path downloading system which comprises a star service center computer, lower computers, a star service data storage module, an S-band responder, a relay control unit, a data transmission system data repeater, a solid-state memory, a controller area network (CAN) bus and a low voltage differential signaling (LVDS) bus, wherein the star service center computer is connected with each star online lower computer through the CAN bus and is used for collecting and formatting the whole-satellite telemetering data and transmitting the formatted telemetering data to the S-band responder, the relay control unit and the star service data storage module; the star service data storage module receives and stores important data of a global position system (GPS) and an attitude control lower computer and the whole-satellite telemetering data through the CAN bus and transmits the data to a data repeater of a data transmission subsystem through the LVDS bus; meanwhile, all the data stored in the star service data storage module is transmitted back to the star service center computer through the CAN bus. According to the system, lots of telemetering data can be rapidly downloaded in real time and downloaded through multiple paths during satellite transit, and the needed time of downloading the key telemetering data is reduced.
