The resource management unit comprises a resource admission control module, a judgment module and a resource coordination module; wherein, the resource admission control module is used for providing the resource admission control function of the first business for the user equipment; the judgment module is used for determining whether enough usable user link resources is reserved for the first business; the resource coordination module is used for coordinating the occupied user link resources to satisfy the needs of the first business, when the judgment logic has determined that the usable user link resources are not enough. The technical proposal realizes the effective management of shared user link resources through the uniform resource admission control over the user link resources in the access equipment.
