The resource management method specifically comprises the steps that the current network is divided into a plurality of different wireless network slices according to characteristics of all access services in the current network; a centralized upper layer wireless resource manager allocates a special second-layer wireless resource manager for each slice according to a transmission mode, resource demand conditions and service performance indexes in each slice and performs centralized resource allocation, each second-layer wireless resource manager is responsible for monitoring service operating conditions and resource utilization conditions inside each slice in the running process of the network, and meanwhile, resource adjustment among the slices is performed through distributed interfaces so as to meet dynamic changes of the service performance. According to the invention, a centralized and distributed combined two-layer resource allocation method is adopted, available resources are allocated for the slices in a centralized mode so as to reduce the complexity of resource allocation, and meanwhile, distributed resource coordination among the slices reduces the resource management cost.
