The system comprises a CS and PS service request module which is used for collecting and accumulating corresponding service communication traffic in a period of history time window; a CS and PS prediction module which is used for setting a prediction model for the corresponding service communication traffic, receiving the communication traffic and providing a prediction value for the corresponding service communication traffic in a period of future time window; a service communication traffic analysis module which is used for carrying out summarizing operation on the prediction value, thereby at least obtaining a proportion relationship for the service communication traffic and the total communication traffic; a wireless resource allocation strategy module which is used for setting a wireless resource allocation strategy; a wireless resource coordination module which is used for adjusting a wireless resource allocation proportion for the service communication traffic according to the allocation strategy; and a wireless resource allocation module which is used for carrying out proportional allocation on the satellite wireless resources.
