data transmission step, an enhancement-layer
data transmission step and a
video decoding step. In the video coding step, acquired video data is processed through scalable video coding, and a scalable video coding code
stream includes a base-layer code
stream and at least an enhancement-layer code
stream; in the base-layer
data transmission step, the base-layer code stream in the scalable video coding code stream is extracted and transmitted by using an automatic
retransmission request method, and the
network packet loss rate is calculated when the transmission of the base-layer code stream is finished; in the enhancement-layer data transmission step, the enhancement-layer code stream is extracted, the obtained parameter is calculated for channel coding and transmission according to the
packet loss rate by combining the channel coding technology for Athlon code, and the received enhancement-layer code stream is processed through channel decoding; and in the
video decoding step, the received base-layer code stream is processed through
video decoding, and the enhancement-layer code stream which is processed through channel decoding is processed through video decoding by combining the received base-layer code stream.
