The apparatus includes a pair of tubular guide rails having a guide slit longitudinally formed at the upper part of each guide rail fixed to the ground. A plurality of sliders are movably mounted in the guide rail at a predetermined intervals, the upper part of each slider is laid on the upper part of the guide rail through the guide slit. A plurality of cushion units are mounted on the upper part of each slider. Each cushion unit is elastically deformed by vehicular impacts with retracting alongside the guide rail. A group of cushion pins are mounted across the guide rails at predetermined intervals between the sliders. The cushion pins also absorb the kinetic energy of an impact by being broken in turn by the slider that is retracting rearward. A stopper is installed around the rear end of the guide rail for stopping the retracting cushion units. A side fence is retractably mounted alongside the cushion units; the one end of the side fence is fixed to the stopper and the other to the front cushion unit. A successive cushion and deceleration of the impacts is possible in this arrangement.
