Standard mobile cellular telephones use shortened burst signal transmissions to synchronize the transmission of a call over a cellular telephone network. These shortened bursts as well as other traffic channel bursts can be used to locate the position of the cell phone. In operation, a primary base station sends a traffic channel designation message to a selected mobile phone which then initiates selected traffic channel burst transmissions, such as shortened bursts, over an interval of five seconds or less. The primary station and at least two other neighboring base stations receive these burst transmissions and determine their respective distances from the cell phone based upon the time of arrival of the bursts or some other suitable distance related measurement. A command center determines the location of the cell phone by triangulating the distance measurements of the base stations.

In a radio communication system having a data channel for the transmission of data packets from a primary station to a secondary station, a plurality of downlink control channels are used to signal information relating to packet transmission. A problem with this scheme is that with a fixed control channel allocation system throughput (T) for a given offered load (O) can be significantly reduced in a worst case scenario (for example two secondary stations using the same control channel). One solution uses an indicator signal to inform a secondary station of the control channel it should receive, but this adds significant complexity to the system. The system contains a case of GPS, main station computer, at lest two middle controllers, at least two communication servers and at least four SOE substations, wherein the GPS provides time mark; the computer sends clock signal A to all middle controllers, which select one controller as datum clock station to send time setting signal B,C to other middle controllers and all substations; the communication server transmits clock signal A to all SOE substations to affirm and record SOE event; the millisecond clock in the SOE substation is started by signal C to generate millisecond clock signal D and integrate with A to form clock signal E of SOE substation, which judges and uploads SOE event. The invention confines the synchronous and monitoring resolution error not more than 1 millisecond.
